Police officer accidentally shoots partner with stun gun

It's not uncommon that during an arrest things get a little cloudy, but this time a police officer was on the receiving end of the 'punishment'.
A police officer was injured when his partner accidentally shot him with a stun gun while they were trying to apprehend a suspect.
According to ABC News, the police officers were responding to a domestic dispute.

The police officers are recorded approaching a suspected criminal's car. In what appears to be a tense few moments, the two officers walk up to the car and tell the driver to get out while the clearly stressed passenger pleads the man's innocence.
The driver continues to stay put as the police officer counts to three. For me personally - if an officer tells you to get out the car, you get out the car, right?

He ends up being pulled out the of the car and there appears to be an altercation of sorts, which we cannot see, all we hear are the shrill screams from the passenger.

Amidst the screaming, one of the officers then fires off a round from his stun gun, but he hits his partner in the arm instead.
In light of #BlackLivesMatter movement, there are a couple big questions on my mind:
- We are not able to see the man being arrested fully, but hear the woman shout, "stop why did you do this to him"
- Why are there so many police cars present?
- Considering that the 'suspect' was on the ground, why was the stun gun shot?

The driver of the car has since been charged with obstructing official business, failure to disclose personal information, and resisting arrest
