This chimpanzee smokes twenty cigarettes a day

Should this zoo be held accountable for this Chimp's behaviour? Is this animal negligence?

It's often expected for animals to have strange habits, but smoking is quite bizarre.
In a newly-opened zoo in Pyongyang, the capital of North Korea, this chimpanzee doesn't seem to deal well with the stress of being caged in, so she lights one up to deal with the pressure of climbing on trees and whatever that chimps do.
Azalea, a 19-year-old female chimpanzee smokes 20 cigarettes a day, according to The Lad Bible, and she's even learned to light up her own cigarettes.
Zoo officials insist that the chimp does not inhale any of the smoke.
