Dad ties daughter’s hair to trolley while shopping

Is this the worst case of parenting ever?
An American father is being investigated by police after pictures appear to show him dragging his daughter by her hair during a grocery run.
Shopper Erika Burch was so appalled by what she witnessed she took pictures and posted them on Facebook.
The girl reportedly begged her father to stop, but he ignored her pleading.
Other shoppers also tried to step in.
“He had her hair wrapped around the buggy dragging her! She is begging him to stop! She was saying “Please stop, I promise I won’t do it again please stop!” Burch wrote on Facebook.
After taking pictures of the shocking behaviour, she asked the father to let his daughter’s hair go.
“[I] told him to let the little girl’s hair go! He told me to mind my own business! I said no I’m not! Right now this little girl is my business and you need to let her hair go now! He said ‘I grew up just fine!’.”
She claims she told an officer at the scene about the incident, but he brushed her off by saying the dad had a right to discipline his daughter.
He also allegedly could not intervene because she had no bruising and all her hair was intact.
But police are looking into the incident, which allegedly took place at a Walmart in Ohio, after receiving numerous complaints.
“The Cleveland Police Department has received numerous calls in regards to a child having her hair pulled last night at Cleveland Wal-Mart. We want to assure the community this case is currently being investigated by our Detective Division. CPS has been contacted per our policy and is also investigating this case. A joint investigation is currently being conducted by both agencies,” the department said on Facebook.
