To tip or not to tip, that is the question?

A bill that she reportedly signed is being happily dissected by people on Twitter around the world. They are claiming that she didn't leave a tip.
The bar took to the restaurant's Instagram page to post a photograph of her bill, which had no tip included, with a caption reading: 'Don't forget to tip your bartender'. Passive aggressive much?

I think that we shouldn't jump to conclusions though, because isn't it just human nature that we condemn first and ask questions later? There could be a really valid excuse as to why she didn't tip? Maybe she was in a rush and couldn't grab a calculator in time or could have tipped in cash? Maybe she just forgot?
For me, service is everything and if I get bad or sloppy service, I'll most definitely tip low or sometimes not even tip at all. In saying that though, sometimes it's not the waiter's fault if the service is bad and there's a hold up in the kitchen - but generally speaking, give me great service and I'll tip you well.
However, if you give me attitude and give me shoddy service, you'll get a raw deal from me when it comes to tips.
Are you a tipper? Or do you just walk away and believe service industry workers are paid enough?
