Is this the new 'dompas'?

The first thought I had when I read about the 2015 version of the dompas - is why?
This is how it works: the community policing forum in a few posh suburbs in the Western Cape town of Worcester have introduced a system where gardeners have to apply for a 'green card'.
Started in June last year as a response to crime in the area, it was initially only for gardeners and those seeking work - but is now being extended to domestic workers too.
The idea is that workers have to apply for the card before applying for work in certain areas. During the application process, a background check - including work history and criminal records - is done.
The card has the person's name, photo and job title on it - and they carry it at all times.
Those who don't carry a green card are apparently asked to leave the area.
But Pieter Adams, who has a green card, told the Daily Voice that he's got no problem with it: “It’s not a dompas... it serves as a reference for me if I have to look for other work.
“I wasn’t forced to get a card, I did it out of my own free will,” he told the paper.
I am not convinced.
Why would you introduce a system so similar to the dompas that oppressed people of colour for so long?
I understand that you want to protect your community from crime, but crime has no colour.
As a person of colour I am deeply hurt at the fact that these "green cards" are only issued to coloured and black workers.
What's worse is the fact that the workers in this community see absolutely nothing wrong with the fact that they have to carry around the 2015 version of a dompas.
