Is 30% enough?

Something that is really concerning Darren Maule is the 30 percent pass mark. He's given some examples of what 30 percent really means...Rock Paper Scissors, for instance, would really suck.

Is it acceptable to have a pass mark of only 30 percent?
According to University of Free State vice chancellor Jonathan Jansen, government schools should set a 50 percent pass mark to get South African's education system on track.
South Africa's maths and science education is ranked second last in the world, ahead only of Yemen, according to a World Economic Forum report.
Another scandal is that half of Grade Ones end up not finishing school…estimated at about 500 000 annually!
To just put it into perspective...Would you purchase a vehicle if only 30 percent of it is manufactured? Would you pay for a hamburger if someone served you only 30 percent of it? Would you?
Can you just imagine only watching 30 percent of your favorite movie? Or a suspense series like Greys Anatomy? It just wouldn't be possible!
Just to illustrate how inadequate 30 percent is, here are a few examples of what would happen if you only got 30 percent of the story:
