Withholding school report cards illegal: Naptosa

Teachers union, Naptosa says withholding school report cards is not the way to go, neither is it legal.
Most learners in the province fetched their reports on Wednesday but some were denied access to them, due to unpaid school fees.
The KwaZulu-Natal Department of Education issued a directive yesterday, ordering all schools not to withhold reports on the basis of non-payment of school fees.
Naptosa's Basil Manuel says capable parents must also stick to their end of the deal.
"However, we've got to say parents need to come to the party. The schools are desperate. The costs of running schools have increased dramatically and we need to meet one another halfway but certainly withholding reports is not a good thing," he said.
