Rubbish bags aren't being collected because municipal workers say they're being intimidated by a group of men, who want to become subcontractors.
The municipality's Msawakhe Mayisela says trucks from other regions have been called in to assist in clearing the backlog:
"Remember that the council took a decision to insource refuse removal in Umlazi after we experienced quite a number of challenges with the contractor that we appointed.

Under no circumstances shall we reverse the decision. We are appealing to residents to bear with us and keep their refuse within their yards."
