LISTEN: Police cannot ask you for cigarette receipt, says legal expert

Threats to fine and arrest smokers caught without a receipt for their cigarettes is unlawful, according to legal scholar and expert Pierre de Vos.
He was weighing in on the statement by Police Minister Bheki Cele.
Last week, the minister announced that those who fail to prove exactly where and when they got their cigarettes will face legal penalties.
But, De Vos says simply having a pack does not make you a criminal.
He adds that should the police go ahead with this enforcement, they'll be opening themselves up to some serious litigation.
