The ruling was made in the North Gauteng High Court in Pretoria.

It follows this morning's dramatic developments when President Jacob Zuma said he would no longer seek an urgent interdict against the release of the report by former public protector Thuli Madonsela.

"The Public Protector is ordered to publish the report forthwith and by no later than 17:00 on 2 November 2016," Acting Judge President Dunstan Mlambo said to cheers in the courtroom.

Judgement has been reserved in the application for President Zuma to personally pay the costs of the state capture application.

Meanwhile, DA leader Mmusi Maimane has described today's developments as historic.

"That report must be released so we can hold all those who are culpable in that report accountable, but the ultimate call we want to make is that Jacob Zuma must resign," says Maimane.

EFF leader Julius Malema has told his supporters in Church Square to head to the Union Buildings where they will demand his resignation.

"South Africans, stop being cowards. Let us go and remove Zuma. We cannot allow one old to destroy the freedom of South Africa. Not under our watch," says Malema.
